Parking Regulation Changes and Fee Info for Faculty, Staff, and RGTs

Transportation and Parking Services has developed parking permit options based on the upcoming academic year. We have added parking access during academic breaks for the various permit types, two different expirations dates:  November 30, 2020, and December 31, 2020, and included other perks to enhance flexibility during the fall semester.

For those who will mostly be working remotely, please consider obtaining the Founders Way or Goodman commuter permit at $0. Please note:  for the fall semester (September 1-December 31, 2020) the faculty/staff commuter lot is relocated to the Asa Packer Residential and Sayre zones.  For parking zone locations:  go.lehigh.edu/parkingzonemap.  You can always apply for an Asa Packer, Mountaintop or Goodman zone permit when you will be on campus regularly.  Listed below is general information about the Registration process:

Parking Permit Registration Process

Faculty/Staff registration for the September 1, 2020 to December 31, 2020 cycle will operate differently than last year. The following process will occur:

  • Existing permit holders will be offered the option of keeping their current Campus Parking Zone permit designation; however, there will be two different expiration dates:  November 30, 2020, or December 31, 2020.  Detailed information about the registration process will be shared in a few days.
  • Permit holders may select to change their permit location/designation to a different location, Mountaintop Campus, the Founders Way Commuter Lot or Goodman Commuter Lot.  Please note:  for the fall 2020 semester (Sept. 1 – Dec. 31, the faculty/staff commuter lot will be in the Asa Residential and Sayre zones. It is noted that all Faculty/Staff permits include Mountaintop this fall; however, eligibility to Asa Packer Campus Parking Zones is based upon Campus Address (refer to Appendix D of the Parking Regulations).

  • Permits will be automatically mailed out to your Campus Address upon completion of the 2020-2021 Payroll Deduction Authorization Form.

Permit Fees for 2020-2021 Permit Cycle

Permit fees for the Goodman, Mountaintop and Asa Packer zones will be $21/month for the September – December 2020 Permit Cycle.

 

Commuter Lot Incentives

Parking Services will provide the following incentives for the 2020-2021 Permit Cycle:

  • Four (4) free Daily Visitor Passes per semester (8 total).
  • Alternate Parking Location during “Commuter Alerts” within walking distance of Asa Packer Campus.
  • Passport Wallet Credit of $25 per semester to use at Lehigh University meters, and pay by plate and pay by space areas.
  • 4 codes for on demand transportation per semester – each with a $5 value. (8 total)
  • NEW!  Free Evening & Weekend access to all unreserved Faculty/Staff Campus Parking Zones
  • NEW!  Free Academic Break access to parking zone based upon Campus Address

We are happy to open up access to Asa Packer Campus and Mountaintop Campus during Academic Breaks beginning September 1, 2020 for permit holders as follows:

All those with Alumni, Zoellner, Farrington, and SouthSide Campus Parking Zone permits qualify for free ($0) access to the Mountaintop Campus during Academic Breaks per the above schedule.

All those faculty/staff equivalent permits with Mountaintop, Goodman FS, and Saucon Village Campus Parking Zone permits qualify for free ($0) access to the Asa Packer Residential Campus Parking Zone during Academic Breaks per the above schedule (please refer to the Purple Zone on the Campus Parking Zone Map).

Special Incentive for Commuter Lot Permit Holders:

This incentive will be provided to all Faculty and Staff, Adjunct Faculty/Wage Employees, On-Campus Vendors, and Non-Residential RA/GA/TA’s who elect to park in a Commuter lot.

Beginning September 1, 2020, Academic Break access (which includes Evening & Weekend Access) will be provided for $0 to Commuter Lot permit holders. Commuter Lot permit holders will be assigned to a parking zone based upon Campus Address during Academic Breaks. In order to qualify for the $0 Commuter Lot permit with Evening & Weekend and Academic Break access, permit holders must hold the permit for the entire annual permit cycle. In the case of non-residential RA/GA/TA, wage and adjunct faculty who purchase half-year permits, the commuter lot permit must be held for the entire half-year permit period (September 1 to December 31 or January 1 – June 30). Commuter Lot permit holders may elect to change their permit designation at any time, however, they will be responsible for the retroactive cost of their Academic Break parking zone permit provided within the annual or half-year permit cycle or period, respectively. If a Commuter Lot permit holder has a campus address of 306 S. New Street, they will be assigned to the Farrington Square Campus Parking Zone during Academic Breaks.

Tax Changes to Payroll Deductions

Lehigh University’s Parking Services will be offering a Before-Tax Employee Parking Benefit Program (the “Program”) effective July 1, 2020.  This Program is intended to permit eligible employees of Lehigh University to pay, on a before-tax basis through convenient payroll deductions, for parking at designated University lots or garages, or in designated, University-controlled street spaces. 

To take advantage of this benefit, you must enroll in the Program and elect, in advance of the issuance of your parking permit, to have the cost of your parking permit withheld from your pay.  The Program does not permit the reimbursement of parking expenses you have already incurred.

Note:  For any period in which you are employed by the University in an eligible position but have not elected before-tax payroll deductions, you generally may purchase a parking permit on an after-tax basis.  By doing so, however, you would not receive the advantage of reducing your current taxable income. 

The Program is available, on an annual basis, to all salaried faculty and staff of Lehigh University, including both full and part time, and both exempt and non-exempt employees.  Student employees and hourly-paid employees are not eligible for the Program.

You will be enrolled in the Program when you complete the Employee Consent to Participate form.  You will also need to order a parking permit through the Parking Services Office and file an Election Form for Parking Permit to have before-tax deductions made from your regular pay.  You will need to submit your Employee Consent to Participate and Election Form before the effective date of your parking permit, in order for your before-tax deductions to be effective.  For further information or questions, please contact the Parking Services Office at inpark@lehigh.edu or (610) 758-7275.
